Thank the drought for historic California water law

It took the most severe drought in California’s recent history to push the state into doing what ever other Western state already does — manage its groundwater. Tuesday, Gov. Jerry Brown signed a package of bills that require local water agencies and irrigation district to develop groundwater management plans or the state will step in.
